Can confirm, US Player. I have PS+ so I don't know if that matters. Clicked Origin, it said "choose which type", and there was a 9.99 or a free option.

You click on the 9.99 version ... in the screen before your wallet should say choose version and have a drop down menu .. Free is right under the 9.99 .... choose it then proceed to checkout .
No job is worth doing if you don't get paid in the end .

This actually sounds like what happened, I imagine if it were CCP they would try to do it for all regions and publicize it to try and get some good will back from the community
And doesnt sony set most of the prices on PSN anyway? |

CLARIFICATION:
You must go to the PSN store outside of DUST. Then go to Bundles and there you will find the Tactical Edition and to the left of the screen can click the Versions tab.
The PSN store link inside DUST won't give it to you.
