As a scout, I find this annoying. There should be some sacrifice with tanking. I ran into a cloaked shotgun scout with over 600 ehp that managed to survive both NK strikes just to OHK me in the face.
As a minja who makes a lot of sacrifices to make my builds, its a bit ridiculous with how little other scout suits need to give up. They should have weaknesses, and there are certainly ways around that that some mercs are abusing.

NKing any scout is risky, and I try to avoid it unless the scout definitely doesn't know I'm there, or he's another knifing Minja (knife duels FTW).
Trying to NK a shotgun scout who knows you are there means almost certain death unless you are very, very lucky.
I'm curious though, what are your NK builds? I don't have to sacrifice too much even though I run IshNoKs. My build is typically two complex shield extenders, one basic shield extender, Ishy NKs, SMG or Assault CR, flux grenade, ADV cloak, compact nanohive, complex range amp, and enhanced pro damp. |

My play style is what I would call suicidal. Other scouts refer to it as "Embrace the Death"
Anyways, because of this, I tend to run cheaper fittings so as not to run in the red.

Plates actually not only lower your run/walk speed but also your strafing and jumping while kinetic catalyzers only effect your run speed.
Take a look at complex armor plates in the SDE and complex kinetic catalyzer more specifically at the passive modifiers.

The issue here is that armor plates give a fixed amount of HP but a variable amount of speed penalty. Since scouts start with an initial high value of speed, the percentage of speed loss is somewhat "negligible".
Would be interesting to see plates redesigned to give variable bonuses based on the frames they are being equipped in, for example (numbers displayed below are purely for example purposes):
Complex Armor Plate: - 135 HP / 5% speed penalty (Heavy Frames) - 108 HP / 5% speed penalty (Medium Frames) - 081 HP / 5% speed penalty (Light Frames)

The penalty should also have double effect on strafing and sprinting as both values are calculated by your groundspeed.. |

Actually, because of the way percentages work the high base speed of scouts means they lose more speed for the penalty than any other suit. The loss is far from negligible.
That said, I'd like to see the old penalty number put back in because 2%, 3% and 5% is tiny considering the huge HP you get from each mod.

And btw you can make an assault gk0 with 2 kin kats and 2 armor plates that has almost the same ehp but is 0.5m/s faster than a scout gk0 with 3 armor plates and 1 kin kat (that's your 600 armor scout there).

A stacked proto scout will be reduced to about a 6.45 sprint speed, which is slower than your average medium suit, or just as fast if the medium suit is loaded with plates. A stacked gallente scout is like a stacked gallente logi, with only two equipment slots. Not that difficult to kill... |
