Nerfing the suit is the right way to go, I'm not sure if 20% is the right number though, maybe 10 or 15 would be better. Don't see how high DPS is a backwards concept for the heavy, the whole point of the suit is to carry a damn minigun.

i look at the heavy from the pov of a rpg gamer in which case the heavy is a tank..and from that pov..lower dps makes perfect sense.
