 How about 2% increase of optimal range to rail weaponry per level, no affect on effective range or drop.

 The Reload bonus isn't amazing and is DEFINITELY boring but more range on the rail weaponry isn't the best of ideas for balance reasons. Caldari is hard to think of a bonus for that will help all their rail technology weapons because they don't have all that large of a flaw. Charge Time, maybe, but that doesn't help Sniper Rifles.

 Rail rifle has a 78m optimal so 7.8 is quite nice but perhaps 3% per level would be better around 12m increase but it is a bit much. Honestly I'm a scout/heavy I couldn't care less but in the name of balance.

 Rails are as much gallente as they are caldari if not more so.
 
 this is ridiculous. Gallente assault suit only gets a bonus to one gun.

 Rail weapons in Dust are primarily Caldari manufactured.
 This bonus is specifically to rail weapons, not both types of hybrid.
 
 So I don't see the problem.

 I would have preferred recoil reduction or spool time reduction. Spool time is currently the only weapon based drawback that you can't offset with an SP sink and touches on the inherent weakness of the weapon.

 Its too bad that you wont fit a RR if you are playing competitively (Laggy PC). Assault CR is the go to gun there.
