A reduction to armor plate speed penalty per level!
If its gonna be slower than a min assault give it a bonus that basically turns a complex plate speed penalty to that of a basic plate or a feroscale. And keep the stamina bonus.
Personally I think this would rock cuz lets face it, it's slower than a min assault and your gonna put plates on it and feroscale plates suck, so either reduce its speed penalty from normal plates or the fitting cost of feros.
It's a armor scout so your gonna use plates at least one then your gonna run at least one kinetic that probably will barely give it a sprint speed of 8 and if you tank it it's gonna be a mini heavy with stamina lol.
Give it a CPU pg cost reduction to fero plates or a speed penalty reduction to armor plates either or I think is a good addition to the stamina bonus or a increase to armor repair per level since the shield depleted delay and recharge are so low and it doesn't have a passive rep like gallente that makes up for the slow recharge an shield depleted delay values.

So you want to make the plates with the lower speed penalties, which exist specifically for this exact situation, redundant.
You know what the bonus should be? Infinite stamina at lvl 5. Stamina is not valuable enough to see a 25% increase and go "wow". It needs to be at least 100% and even infinite wouldn't be broken. |

If you think stamina has no value you have no clue about that game or are you simply camping somewhere in the redline then stamina is indeed useless.
Regarding the armorplates I think speedpenalty reduction would work as well as fitting requirement reduction like 5% less CPU/PG... |

That sounds more like a gallente scout thing.
What amarr scouts need is a reduction to feedback damage so they don't kill themselves.

Isn't that what the Amarr scout is made for? I might be going crazy here but I'm pretty sure with it's description about being able to soak up the most damage it the one that's actually meant to be a light assault.

If it had a reduction to plate speed penalty or fero CPU/ pg than you can tank it and use kinetics to complement its stamina bonus, not be forced to run kinetics to level out the two plates on it if your gonna use it as a light assault

I wouldnt mind Gallente losing a low slot either and them having one less than the others. Alternative would be to drop one of their bonuses value per level so they arent that far from the norm.

Isnt that already happening? Why get a shotgun when the proficiency has changed to damage instead of RoF?
ScR is a shotgun, and it will fit very well on a amarr/gallente scout.

This is a odd idea considering that CCP was planning to implement a reduction to armor plate speed for gallente but did not have the tools to do so at the time. I know that giving more base HP from mods to amarr medium suits might be the way go but I do not know about scouts or light suits.

1. buff base HP a bit of the amarr scout and give fitting reduction to plates this may fit lore better and would help the amarr scout in tanking.

4. instead of the above give the amarr scout the old sentinels feedback damage reduction (a scout will be hurt more severely by feedback damage due to less hp) |

No thanks. I would prefer 5%/level to cloak recharge and 0.1 increase to its base speed so it's at least faster than all assault suits but still the slowest scout by a significant margin. A cloaking recharge bonus is reasonable, interesting, would give the Amarr scout something unique that other scouts don't have (just as they all have strong/unique bonuses), and would really help with survivability in a scout suit that is the slowest and doesn't have any built-in scanning bonuses to help hide/evade.
Best PvE idea ever!

If you increase the amarr scouts base speed, you need to increase the base speed of all other scout as well. Currently the difference across the scouts is 0.2...(not that this would be bad) |

You actually require at least 50% capacity to cloak at all, even then I still believe it goes into a cool down based on how many seconds over 50% you went.

Oh I totally get it, but first decloaking will be accomplished by some visual or acoustic effects, charging your SCR takes time and can't be done while cloaked and makes a pretty unique sound....
Apart from these drawbacks you need 50% of your cloaking energy to recloak again. I really don't see this as a major issue. Sure some will manage to do this fast and will kill unaware opponents, but you could already do this with a good scout as most Dust players are way to focused on scanner results and their Tac Net to realize a scout sneaking upon them...
The cloak won't really change much about this.. |

A bonus to light armor hp (5% per level) would be a good idea, so only for ferro and reactive armor HP (no bricking with standard plates). Standard plates could get a slight reduction of their speed malus per levell, so that you get like 3% malus instead of 5% at proto.
This would be a good match to lore, so the amarr would become the brick scout. I'd dump the stamina gain for that. |
