You know what the bonus should be? Infinite stamina at lvl 5. Stamina is not valuable enough to see a 25% increase and go "wow". It needs to be at least 100% and even infinite wouldn't be broken.
If you think stamina has no value you have no clue about that game or are you simply camping somewhere in the redline then stamina is indeed useless.
Regarding the armorplates I think speedpenalty reduction would work as well as fitting requirement reduction like 5% less CPU/PG... |

3. instead of the above give 2% damage to laser based sidearms
4. instead of the above give the amarr scout the old sentinels feedback damage reduction (a scout will be hurt more severely by feedback damage due to less hp) |

If you increase the amarr scouts base speed, you need to increase the base speed of all other scout as well. Currently the difference across the scouts is 0.2...(not that this would be bad) |

It works like endurance, after you use it you cloak again as long as its not fully expired, only then does it go into cool down , otherwise the meter goes up if you haven't depleted it
Oh I totally get it, but first decloaking will be accomplished by some visual or acoustic effects, charging your SCR takes time and can't be done while cloaked and makes a pretty unique sound....
Apart from these drawbacks you need 50% of your cloaking energy to recloak again. I really don't see this as a major issue. Sure some will manage to do this fast and will kill unaware opponents, but you could already do this with a good scout as most Dust players are way to focused on scanner results and their Tac Net to realize a scout sneaking upon them...
The cloak won't really change much about this.. |

This would be a good match to lore, so the amarr would become the brick scout. I'd dump the stamina gain for that.
Interesting aspect with the "light" plates I guess this would do the trick as well although 5% may be a bit too much 2% or 3% would be more balanced... |
