When I said "conditions" of a new player, I meant that they wouldn't have their passive/core skills to rely on. They also wouldn't have access to a vast amount of ISK, nor would they have the luxury of playing with others in a squad.
Being a new player doesn't necessarily mean you are terrible. Keep in mind, this is a FPS title. It is quite possible to be a new player who has a great aim and accuracy with the rifles simply because he's played other FPS games.
I hear them constantly tell new players to simply "get good" because (under their assertion) it's relatively easy to kill players in PRO gear by using tactics and outsmarting them. I'm not saying they couldn't, and I'm not saying they could. This will simply prove which side of the coin is correct.
Additionally, I didn't respond to Leadfoot10 simply because I didn't have the time to do so. I'm not really sure why your under the assumption that I expect the player to fail the challenge, but if you want to assume so, go ahead.
Nothing more, nothing less.

First off, please put some pants on. I have no desire to look at your @$$. 
I'm not trying to place blame onto anyone, and I am well aware of the fact that the NPE is terrible. I just want to prove which side of the coin is right with something other than anecdotal evidence.

The hard knocks new players go through now is worse than it was back then.
Just how many protobears did you see in any game before Uprising? You maybe saw a squad of them 1 in 5 matches. Now, you can see them in every match, and there are a lot more than just 6 of them.
Its even worse now with the weapons and tanks that have been added to the game.
New players have nothing combat with. Your best bet as a new player now is to run cheap Soma tanks.
The passive skills I have on my character make even my BPOs far more superior than anything a player with under 5 million SP has. My Templar suit only costs 10k ISK and has almost Standard everything. But even my Templar SCR w/ prof. 5 is deadly as f*ck, especially to players with less than 400HP and a crappy AR in their hands.
I've done this experiment, and it was an awful experience (granted, I did it as a Logi, then as a Scout) and it was demoralizing. The side-corp I run that is strictly for new players can't keep anyone active, because they all just give up after 2-3 weeks and go off somewhere else, because getting your a** handed to you every match is demoralizing and a waste of time, especially when no help is in sight.
The lack of networking they have in the game limits who they can play with, so they just often squad with noobs.
The lack of passive bonuses make them mince meat.
The lack of community support and education for these new players makes them go away. Vets rather stomp a noob then help them, but at the same time blame them for every time they lose a match. Its egotistical arrogance that the top players of this game have. Because of the small playerbase, they finally feel like a big fish because the pond is so small.
Remember, new players don't have main characters they can switch back too. They also don't have a corporation/alliance/social channel to draw help from either. But hey, at least they might buy Aurum to catch up, considering an Aurum Protosuit will save you about 5 months worth of work

3 matches so far:

21/6
First two matches I came in late, and the last match I mostly died from running out of ammo (Militia nanohives SUCK)
Shield regeneration bonus for Gallente Assault is about as useful as Sharpshooter for Nova Knives.

The other problem is that most new players are headless chickens, so we have a bad npe with below average newbs joining, I can't help but imagine two protos examining a foetus. I am high lol.

I would do this only I barely play enough to cap these days, so...
In the interest of being able to stomp new berries harder, I will forgo pretending to be a newberry.
In the (likely) event that I change my mind, are there any restrictions on gear or spending SP? I know tanks, ISK transfers and proto squads aren't allowed, but is the limitation more on playing with people that you know?

My challenge, is to run a completely new character for the period of 1 month, and then post your stats. Since it's relatively easy to kill "Protobears" with teamwork, this should be a cakewalk.
However to simulate the NPE, you are not allowed to transfer ISK into the new character, nor are you allowed to run with a squad of players wearing PRO gear themselves, and you are not allowed to use Assault Dropships or HAVs.
If your up for it, then why not eh?

Before I offer the popcorn to all of you, my alliance brother 82 wrapped it up in a nice package for you, I had to read it twice andit's almost as if I wrote it myself.
Anyone who runs with me and see's me in game knows 90% of the time I run my basic BPO's, with core skills maxed out you are deadly to new players and with skills can hold your own against ADV and proto. Said it before, half the proto out there can't fight they're way out of a paper bag in AUR and LP proto with ADV mods on the suit. The others are experienced PC players stat padding in pubs, and others are pub stompers that don't play PC.
I see plenty of PC players in pubs from time to time running ADV gear and sometimes BPO's, they are just as effective and will slaughter weak proto players. Those are the good players.
So yes, I take the challenge every day and hold a positive KD, kill a ton of proto and have a blast.
I break proto every day in free suits,
