Im starting to see a general trend with weapons with aim assist.
just for reference: weapons without aim assist include-flaylock, mass driver, laser rifle (to a degree), sniper rifle, plasma cannon, nova knives, and shotgun
Weapons with aim assist include- AR, CR, ScR, RR, SMG, scram pistol, HMG, etc.

Change the over heat mechanic from time based to number of shots based. Currently (from my limited testing) the scrambler will over heat over a set amount of time of continous firing, no matter how many shots are made during that period. I propose changing it so with continus firing it will over heat after X amount of shots, not after X secs have elapsed. |

Then only the vanilla variant gets a bonus, screwing over the Assault variants.
All other weapon bonuses effect all variants, so, no.

Combat Rifle) Already blows through ammo quickly due to the high ROF, the clip size is fine as is.
Plasma Rifle) Was tweaked to be more of a CQC weapon; if you're using it at long range - you're doing it wrong, it does not need an overheat.
Rail Rifle) Simply needs a longer spool up time, it is simply too short currently.
Laser Rifle) If you feel this needs to overheat faster, you're just mind numbingly stupid - it is the most situational of all weapons, if anything it needs a few buffing tweaks.
Shotgun) Is fine as is, it simply suffers from hit detection issues.
Flaylock Pistol) Could use a bit of a splash buff.
I could list the ways how we Amarr are better than you, but your lesser mind wouldn't comprehend it.

Almost agreed on anything. "Almost" because the Laser rifle needs a severe buff, not just some tweaks. I'm not talking about damage buff, anyway, but a range buff of 25 mt would be great!

Combat Rifle) I may agree about the ammo, but the high ROF is the problem.
Plasma Rifle) Was given a range buff for 1.7. How is that tweaking to be more of a CQC weapon? And it's the weakest AR right now.
Rail Rifle) Any amount of spool up time under a second will be worked around with few issues by competent players. Any Forge Gunner can tell you that. The Rail Rifle needs a straight DPS nerf, to a similar value as the SMG (383 base level), to be balanced.
We agree on the rest...

Simply it's not. I still use my Gek in Urban areas because I seriously suck with shotguns and before you ask, yes, I do melt rail rifles.
The high rof and the high dps with no recoil makes it the perfect close to medium range rifle.

Well, then you should complain about people with "high situational awerness" also known as campers (in this case)!
Sometimes I do get the drop on RR, sometimes I don't. It's not just a matter of numbers: in urban areas I use a shield-tanked Cal suit and a Gek with one damage mod. Why? Rail rifles (I'm sure you already know it) deals 80% damage on shields. Moreover if you strafe a little in close combats the RR is over: the spool up time should also be included in dps calculations don't forget it, and the low rof gives you some more chances to win!
I'm not saying it's ok as it is, but a longer spool up time should be enough. I just don't want it to be hit hard by the nerf hammer like the laser rifle or the flylock pistol.

Because the ARs are OP, here's my ideas on how to fix it.
RR- Reduce ROF to 450 CR- Either reduce damage or add a .1 second break between bursts. AR- Leave alone. The 1.7 nerf was enough to reign it in to where it should be. ScR- reduce quick fire damage slightly leaving charge damage unaffected.
Those are my recommendations on the AR Issue.

Also, ScR needs its RoF nerfed, not its damage.

I was going to type up this big response, but then I realized that I'm arguing to nerf something when the person affected most is saying it isn't that bad.
To keep it short, though, it is most definitely a matter of numbers, because that's the entirety of the game whether you realize it or not. You can't account for personal skill in balancing, because it's human and completely unpredictable. There are players with the skill to completely circumvent an artificial handicap like spool-up time.
The actual balance is in the numbers.
