Okay... Some of what Fusion said was stupid, but are you trolling?
Combat Rifle) I may agree about the ammo, but the high ROF is the problem.
Plasma Rifle) Was given a range buff for 1.7. How is that tweaking to be more of a CQC weapon? And it's the weakest AR right now.
Rail Rifle) Any amount of spool up time under a second will be worked around with few issues by competent players. Any Forge Gunner can tell you that. The Rail Rifle needs a straight DPS nerf, to a similar value as the SMG (383 base level), to be balanced.
We agree on the rest...

I'm sure you do. The Assault Rifle has higher DPS inside 40m... by 1%. However the rail rifle has 70% longer optimal than you do in exchange for that.

I was going to type up this big response, but then I realized that I'm arguing to nerf something when the person affected most is saying it isn't that bad.
To keep it short, though, it is most definitely a matter of numbers, because that's the entirety of the game whether you realize it or not. You can't account for personal skill in balancing, because it's human and completely unpredictable. There are players with the skill to completely circumvent an artificial handicap like spool-up time.
The actual balance is in the numbers.

Okay, I watched every second of that, and thought it was great.
The problem? The RR is currently balanced around players having no skill whatsoever.
The devs said: "Sure, it has 70% more range than the AR. But the AR has 34% higher DPS than the RR if you include spool-up time! That's balanced, right guys?"
The problem is that when you get good, the spool up time is no issue whatsoever. So it's 1% DPS for 70% greater range.
CCP failed according to your argument as well.
