I haven't gotten much time to do research but Spero arranges fights and does anything relating to logistical and Defensive issues. I belive the district is free (don't quote me here) Moral warmth, more importantly good PR/Business, nothing stops AE, I think no one wants to get the bad PR for buring PFC, there's a huge difference between talking the talk and walking the walk. Yep, the timing is excellent given the anti-PFC coalition that AE has been trying to assemble. There are those that both value PFC and trust Spero Escrow Services to manage the funds. Even Ancient Exiles directors have made use of SES's currency exchange. AE's alt corp Gods Among Men was stopped from flipping a PFC district last night under the PFC contract with NF at no charge to Granite Mercenary Division through the payment of crack FA team for defense. With a pool of capital NF can move forward with enforcing our contract with the PFC council with no need to ask for contributions from the PFC members. In four weeks NF will evaluate its contract and consult with the PFC council, which should be well established at that time. I suspect PFC will be healthy enough that we'll be able to move forward with pay on demand model especially if the seed fund remains healthy. Again Castor Crave and the other contributor have given PFC the breathing room it needs to focus on building up the council and the funds needed to both enforce the council and fund defense when needed. These next four weeks will be an excellent tracer bullet to see what is actually needed in terms of the PFC contract and what will be the best way forward to ensure that the most equitable and sustainable system is set up between the PFC members those that are in charge of the PFC enforcement contract.
