I want to also say that the true responsibility lies at CCP's feet on this. This mechanic has been abused for months and months and our complaints have been unheard. At minimum just remove the ISK refund on clone packs.

No way, you set an 8 hour window for downtime.
The other 16 hours are gametime. A battle spins up within an hour and you go to battle.
This would open up Molden Heath. The super corps could still kick ass, they just wouldn't be able to hold huge chunks of land.
Within 6 months or so Molden Heath would have a lot more diversity and involvment.

I was actually thinking this same thought where the attack window is a 3 hour period and the attacker gets to choose the battle time within that window.

LOLz Patrick, this is where you are wrong. 3-4 months ago when the EON war was coming to an end you still had corps like War Ravens and Molon Labe (and about 5 others) that had already begun the practice of locking their districts. This was due to them finding out the exploits of complete refunds for no-shows. The reason people lock their districts is because it cost zero ISK to ensure a 100% profit. Literally it cost corps NOTHING to keep their district locked and the district generates 8-10mil a day. THIS is the sole reason why corporations do it. EASY MONEY.

Well arguments over the ethics of this and whether the huge amount of ISK they will farm doing this is a factor aside. I do not think this will speed up the process of fixing PC by any measurable amount, Kujo talked of hot fixing Ariana's glitching but changing PC mechanics is not likely to be something that can be hot fixed, and we will more than likely have to wait for PC 2.0 to come in a patch.

So here I am slightly bothered that I have to post in this thread for a second time. When you want to get to the truth of something you have to look for the motivation for actions. Which in this case is moral and isk.
AE is a high quality good sized corp, but they have struggled to maintain their high level of performance lately and have lost plenty of matches even with their A team. Moral has taken a hit which is was made obvious to all when Rampage had to boast of 1 victory against FA in the forums. Really? Hardcore bragging about beating FA? That likes kissing a fat girl and bragging to your mates about it. It may have felt good but do you really want to share that? SMH
Second is isk. AE. has a bi-weekly payroll they meet and they need x districts to make that happen. It's not rocket science, it's maths. One of the things ccp built into the game is that the more districts you hold the more risk and reward comes with it. So AE like the rest of PC has found they want the reward but not the risk. When you own a bunch of districts it comes to a critical mass point where you will have to play defense the majority of the time. Thats not fun and hard to motivate players to do so since they already get bi weekly isk salaries.

I am not fan of Renegade Allaince (Nyain San, cough cough 60 12:00 timers?!). But corps like yours have abused PC district locking for far to long and brought it to this state. At least I can see some slim chance that CCP will be forced to do something instead of letting corps like yours keep locking and attacking from behind locked districts.

A few quick facts, at least as far as I know (contrary to popular belief):
AE has lost more individual matches than they have won to FA in the last month
AE has flipped one FA district. FA has flipped zero AE districts.
AE continues to think district locking is stupid and bad for PC.
Moral in AE is fine, we all generally enjoy playing with eachother.
Getting the bi-weekly payroll is a privilege not a right, we would rather fight PCs to earn that privilege. Unfortunately, poor game mechanics work against us.
We are not scared of the risk of losing our districts, we are frustrated that others can make ISK without the risk therefore why should we be forced to incur the risk.
(I am mostly putting this list together for myself, I don't really expect anyone to understand reason or pretend they can see thing from our point of view)

Unfortunately, they've had almost eight months to sit on this and I'm almost certain the aspect of District Locking came up when they were discussing the initial design on how all of this would work. CCP moves at a glacial pace but they're not entirely stupid, they know full and well how this happens and why.

The one thing I always hear whenever I bring up PC as a balancing point is that "PC players are a minority" - well, you [the community] kept saying it over and over and now it's being viewed as such. PC is a minority. There is a list of issues with this game and they're probably not keen on fixing the things for said minority when there are higher priorities that need to be solved first.
ADDENDUM: This explains why I keep getting mail from random ****-lords talking about locking districts; like it's personally my fault that we decided to do this.

Yes PC is the minority. However, it has some of the strongest supporters of Dust in it. Also the ISK farming has an enormous impact upon all of DUST. I would argue the economy is pretty much broken due to ISK generation from PC.

District locking isn't what's killing PC, it's the ****** mechanics that have been there from the start. Passive ISK gain, clone packs, equipment lag, and the complete lack of meaningful EVE interaction doomed it from the start.
