Unfortunately, they've had almost eight months to sit on this and I'm almost certain the aspect of District Locking came up when they were discussing the initial design on how all of this would work. Team True Grit are the guys that handle this sort of thing, to my knowledge and they're working on two games at once (Dust 514 and Eve Online); just as well they've been on over-time working the grind on a monthly basis ever since Uprising was released and only recently (due to holidays) has this changed.
The one thing I always hear whenever I bring up PC as a balancing point is that "PC players are a minority" - well, you [the community] kept saying it over and over and now it's being viewed as such. PC is a minority. There is a list of issues with this game and they're probably not keen on fixing the things for said minority when there are higher priorities that need to be solved first.
ADDENDUM: This explains why I keep getting mail from random ****-lords talking about locking districts; like it's personally my fault that we decided to do this.

Albeit, I will publicly say that while I applaud the endeavor - it was really ******* dumb doing this while CCP is on holiday and won't be back until the 10th

However, it has some of the strongest supporters of Dust in it. Also the ISK farming has an enormous impact upon all of DUST. I would argue the economy is pretty much broken due to ISK generation from PC.
BUT AAREEESSSS!!! We need to combine the Eve/Dust economies! One universe one market, all that stuff!
Yeah, trust me - I get it. We all get it. We know just as well as the next guy. The economy is ****** but, yanno... Someone bitched about how we weren't making enough money in PC to cover our losses and, well, here we are. Dunno; it's a learning process.
Either way, everyone locking up their districts isn't going to prove to CCP what they already know - there's no grand overarching message being taught here. I applaud the endeavor and the reason for the action (I mean hell we all want the game to be a bit more healthy) but, yanno, I just see a bunch of people getting -more- angry than anything else.
A smart man would go and look at CCP's job listings and see all the positions open for Shanghai, then realize that they're already stretched thin working to push out a build every month with racial parity, balance changes, bug fixes, new content, insertanynumberofshitpeoplehaverequestedhere. Game isn't designed for the "I want it now" bunch, it's going to take some patience and getting all riled up about things isn't going to speed up the process.
I always love to use restaurants as the metaphor. Don't get pissed off at the cook because you've waited an hour and a half for your food in a crowded establishment. Throwing a temper tantrum and refusing to eat the appetizer (or, in this case, spilling the drink in defiance) isn't going to make him cook faster. EDIT: What it might do though is make a bunch of people leave - which will... technically get your food to you quicker... but lot of good it'll do if the restaurant isn't getting enough business to stay afloat

Dunno about H-Hour or War Thunder but Planetside 2 isn't nearly as awesome as it probably should be. Mostly one faction racerolling the other until the guys in the next timezone over decide to get on and undo all that progress. Not much substance to the persistence. That and it's just a big old vat of monetization what with practically everything having a price tag on it - microtransactions turn into "pay the stupid subscription fee and get your monthly allowance, sheep".
Then of course there's Destiny which looks really cool but has the same problem that WoW and Borderlands both suffer - a ****ing leveling system. If I wanted to grind away for weeks/months to get to the same level as my friends (presumably to - and I'm just spitballing here - play with them) just for said friends to make a new character and recycle the entire process. Good concept but right now just looks like a lot of bells and whistles with no actual originality outside of the art to separate it from the rest of the gaming industry.

Sorry to get off subject here but your corp only has 16 members. Chaotic-IntentEven if they were all original players (without any alt members), you'd need every member on just to fill a team. Do you really think you'd have any chance of actually defending a district against most corps out there? My guess is you'd like to lock the district for some easy ISK like everyone else. Considering To...Flatlines and G0ds Am0ng Men have survived with their districts having less than 10 and 20 members respectively all bets are off on assumptions. :3
I remember a time when small corps paid larger corps to fight for them

The list is much bigger but end of day they leave it in a broken state for WAY to long.
p.s. remember the discount on Aurum Contact Grenades right near the end before they changed them?! like wtf!
I love the community's logic. Duvolle Tacticals are OP because of their damage/fire rate so it gets nerfed... Then you have the Scrambler Rifle which has a fire rate -ridiculously higher- and no-one says a word.

Then you have the Scrambler Rifle which has a fire rate -ridiculously higher- and no-one says a word. if you spam it it prevent's any time of offensie action for 8 seconds a huge time in a 1 v1 Scramblers are only good in a 1v1, it takes true skill to attack two or more people successfully with this tool. besides, it's got an insane heat build.

Higher rate of fire, higher damage, ability to charge, longer range. So, it's got an overheat, yay - can still dish out more rounds than the Tac AR has in it's entire magazine before that happens. Logic dictates there is absolutely no reason to use the Tac AR unless you're masochist.
Same thing with the Rail Rifle versus the Breach... Same thing with the Combat Rifle versus the Burst...
You'd think that each racial weapon would have it's own unique flavor rather than just generally being worse. What's even more confounding is the logic behind the Assault variants mimicking the Assault Rifle so closely that the Assault Combat rifle actually bests it with comparable DPS (talking single digit differences), longer range and lower resource costs. Compare the two and the only real edge the Assault Rifle has on the ACR is... Well, shield damage. Yay.

If this is true that they don't want to pander to the minority then they need to just yank the game mode altogether. Whether it's district locking or 100 players controlling 50% of MH there is too much ISK being generated to just ignore the issues for months. Ask them to provide proto BPO suits to all players that have participated in 50 PC matches while they wait.
