Its not and we have reiterated a dozen times over as well. It doesn't add up at all. Our bonus is simply negated until the other 3 racial scouts run out of stamina at which point we only gain something like 5-10 seconds sprint time over you, at which point you need to consider that your speed has taken you bother further, faster.

The true reason is b/c there is not a dedicated person at CCP whose job it is to think about suit balance - this is not a fact of nature this is just my observation based on the patterns of their work. In the absence of such person they just said - lets make it easy - let's give random 5% bonuses to scout parameters and divide them between the races. Now having said that, neither are modules balanced relative to one another, so who's to say that one complex cardiac regulator is just as good as one passive scan range extender? So, I would not start measuring anything in 'module numbers'. Oh, sht! I just learned you can make a signature! Thanks, CCP! Forums are getting better!

And of course, a little stamina management/strategy by other racial scouts, and the Amarr bonus is completely negated. I don't date magnets, but it's difficult to deny the attraction.
