Look at it this way.

GÖªScouts will have 35db
GÖªThe caldari and Gallente will have up to 25% Profile dampening as per their bonus
GÖªWith a cx Profile dampnener ,thats +25% to Profile dampening
GÖª+10% PASSIVE Profile dampening from as bonus to getting to Cx Profile dampening....

ITS A LOT of dampening. If my calculations are correct, its around 14db.Meaning it would take a Gal logi with Proto Flux active scanner to scan me.
Besides that, completely invisible.....

Caldari and Gallente both get the bonus to scan RADIUS ie range, only the Gallente gets the bonus to dampening. Caldari get the bonus to scan precision. The lower DB rating will help non-Gal scouts but with max dampening and a proto dampener you get to 23.625. That's great, but a Gal Logi will be able to scan down to 21 with a proto quantum(?) Scanner. That's a nice scanner. The Caldari with max precision and a precision mod will scan down to 24.3, meaning unless you run 2 precision mod you will not find a dampened scout. And the Gallente are invisible to all but a focused scanner with only 1 dampener. So the Cal is going to take 3 mods to be a decent passive scanner (2 precision enhancers & range amplifier) plus is going to need a dampener. I'm just saying that if Active Scanners are left as is they are going to be the way to save on slots. A Gal scout with an active scanner now has 2 extra slots over the Cal. Sure you're not scanning scouts but you are scanning a huge area relating that to the squad and are invisible...A Minnie scout would have to run 2 dampeners with the Active Scanner but they would retain both of their bonuses.

I've even managed to sneak into a fully manned outpost and get the hack off. It's also great for defending a point that the enemy keep trying to hack - stay far away enough to not be noticed and wait for the hacking to start; if they get your REs, just run in and pop them in the head with the pistol, then if the hack went through, hack back ffor 80wp in about 6 seconds.
