Some times I can beat the standard, but there is just no way I have found to fight an adv combat rifle. Maybe full proto and a duvolle but I can't afford to run that. Any advice short of get a combat rifle or go proto? |

Use a rail rifle and back pedal, not touching the aiming stick, letting aim assist do the work for you

use a rail rifle or scrambler rifle... both have longer range compared to a combat rifle. |

Headshots with a sniper rifle work most of the time.
Seriously though, there's no way to really answer this question as it all depends on your skill with whatever weapon you're using and your opponents skill with their weapon, which will be different for every person you come across.

Armor tank, drop down some proto rep hives, and fire away with your rail rifle, spinning in a circle to take out any scouts that may sneak up on you. You are now invincible.

You're not doing it properly.
Sit at long range, not 30m out, and pick them off. The rail rifle is really not lacking in the firepower department so even if they're rocking a heavy shield tank you should kill them relatively easily.

How do you beat it? With an ScR. Any ScR. The CR has pretty much no aim assist while the ScR has very strong aim assist, so charge a shot and wait for the enemy to come around the corner. You don't even have to track them, let the AA do it's work while you pound that R1 button. Works against all CR models.
Also, any RR at any range. You hold the trigger down and move left and right in various patterns while the CR has to constantly tap R1 to place shots while strafing.

CR has no aim assist?
I turned it on for a match and I couldn't have missed a shot if I'd tried to.

Flux, then shoot. But honestly, if they surprise you your pretty much dead already. I'd say the best bet is to get the drop on them first, if you can, with a Tac AR or a RR. If not, dash for cover and hope they don't have a client with a working Aim Assist.
The most OP weapon on the Dust Battle Field:
One good logi, one rep tool, and a heavy.

So approach them from 60-70 meters out with a Rail Rifle.

Spam equipment and make him lag, it shoots 3 shots really fast so as soon as the first stream goes move to the opposite direction you are moving and so on, close distance really quick and get in his face, might seem dumb since it's a cqc weapon but it messes with the bursting.
Armor and Shields are not the same!

These ranges do not mean you automatically win, only that you have an edge there.
There are so many reasons why they beat you. They could have had better skills, or better position, or hell, just been a better shot, lower latency, a friendly sniper pegging you with a round and they finishing you off, you not dodging side to side, etc...

My personal favorite technique for those people who just seem to demolish you... Remote Explosives
Get into a firefight and drop back in to cover with a sliver of hitpoints remaining. When they come in to finish you off blow them sky high.
Also, never fight on their terms. If you can't get the jump on them, circle around and flank them. Pop in and out of cover, lead with a grenade, etc... All sorts of tactics you can employ to give you an edge.

Imo the CR is one of the weapons that benefits most from AA. SCR gets a nice buff too.
To the OP's question I'd say SCR or RR at range.
