Hopefully, this will effect the lock times on Swarm Launchers as well.
If so, the Specialist Swarms will have nearly the Same ROF as it's vanilla variants, with lower CPU/PG requirements.
Now you might actually be able to stack that 4th Damage Mod on AND keep your fancy sidearm.
All without having ridiculously long lock times.
Also, Minmatar Assault Suits (the 2nd best AV suit) will be given a bonus to Damage Mods. 12.5% per modules as opposed to 10% (penalties still apply).

Will this act as a stealth buff to Swarm Launchers?
Thoughts? Questions? Concerns?
(And yes, I know the bonus isn't final, it's just a tad bit of theory-crafting going on here)

Actually the Commando will be better suited to Swarms. At Proto: +25% Faster Reload +10% Explosives Damage
Pair this with the Minnie Commando likely to be almost as fast as an Amarr Assault, dual tanking allows for another damage mod or 2 and you'll be golden.
Not to mention unlike your Assault Friend, it'll still be able to defend itself in against infantry too, add in a Hybrid Hive for equipment and you have the potential for a fully self sufficient AV squad member.

It would appear CCP took my advice and made Commando units better at AV. Now all they need is a laser and Railgun light AV option and Commando Units will be awsome.

I've been Commandoing since July 2nd and am quite excited for this update. Since 1.7 I swapped out my laser rifle for a combat rifle, but since hearing this news I had to do quite a bit of reworking to try and replace that again with an Assault Scrambler Rifle (never noticed how much CPU these things eat), so now running ASCR and SCR.
And if/when we get our respec, I'll likely finally take Commando to prototype and then max out scrambler rifle reload proficiency. 1.25 x 1.15 = 1.4375. That is, any weapon of choice you can get to reload 43.75% faster.

It's actually quite funny because it's clear the Commando racial bonuses were done to promote matching a races weapon with it's commando suit, yet despite the Swarm Launcher being a Caldari weapon it's the Minmatar Commando that gets the bonus. And then when the Minmatar get their light AV weapon they'll have two options while the Caldari get none.
Also can't wait for some sort of light laser AV weapon.

That's assuming Caldari don't get 2 choices, like they do with Missile and Rail Turrets. Yes it is logical to match a commando with his races rifle, as such people don't need another AI weapon in that second light slot.

The lockon time is a separate attribute from rof though so it's unlikely it will affect it.

The lock time dictates how fast you can fire the missiles, so the lock times are it's ROF in a sense.
