So, we have scout suits. Underpowered is a term most would attribute to them. For me, they haven't been the best choice for any role. Sniping? Not even close. Low hp, one equipment, low amount of high slots(damage mod). Medium and heavy suits bring something to the table more so than scouts. Stealth? Maybe. Sacrificing a bit of speed or stealth, and a medium suit would be granted either more equipment or raw hp. My suggestion is to make light suits the go to suit for either sniping or stealth.
First sniping. A light suit designed for long range engagements. The slot layout would be more skewed towards high slots (for damage mods, or any other mods that may come). On top of that the class bonus could be increased zoom range and/or lessened recoil when firing. A reason to use the "marksman" over other classes to snipe.
The second suit should be more stealth/recon orientated suit. A bit tougher than current scouts, but not as much as Assaults. I like the idea of two equipment slots. A larger base scan radius, and perhaps a rework of scan levels in general. Perhaps the recon could get increased hacking speed as a class bonus. Makes more sense than having it on minmatar Logi. |

Rather than a refocus, scouts (and light suits) need the focus that CCP never gave them. It seems they threw our suits into the game with only half-baked ideas to support it.
As for the suits:
All light suits should excel in the use of biotics. It allows them to enhance the speed and stamina proficiency light suits obtained from sacrificing their eHP. They should also excel at using active modules/equipment that temporarily boost movement and sprint speed.
As for scouts, they should be focused on the use of E-War equipment/modules. The majority of their strength should lie in their ability to harass the enemy while being hard to detect and catch doing so. By E-War, I mean things like Cloaking, Tacnet/IFF Jammers, an item that boosts passive scanning power, etc.
The marksmen class sounds neat, but it is way too specific.
How about a sniper/AV light-suit class? It can have two light weapons (like many light suit users have wanted since the black eagle) and can have bonuses towards sniper rifles (we need racial variants of them though) and light AV weaponry.

They arn't as bad as everyone thinks, its just in PC they cannot be as effective in such laggy conditions.

The black eagle is what the commando suits should be, that or a medium. But the marksman could be good for urban overwatch. |

The scout suit can be an awesome killing machine.... IFF you skill gallente up to proto levels. Then it is fearsome, even when you're not technically running a proto suit. Death from where you least expect it.
Before dumping 3mil SP into it, however... it's not much more than pretty tinfoil in the shape of a suit :(
So, I'd like to point out to CCP that, while there are SOME scouts that are doing pretty durn well ... the majority of us, who are at or below level 3 in suit, damp, and range, are not doing nearly as good. Hence why the continued call for buffs |

Scouts are NOT pure snipers- they focus on working by themselves, and are heavily stealth-based.
That can be either stealth combat, or just tanking the long-way around to sneak in and hack unguarded installations. I've probably sniped more uplinks than people with my scout fit, this build.

I never said they were pure snipers. Just suggesting some kind of focusing of light suits. Like someone said, a level 5 suit can be effective, but not so much before then. This is only true for scouts, every other suit can and does well from standard and up. |

Scouts are a support role, but right now their use is torn between assassins, actual scouts, and fast assault suits. The solution is to give us a combat specialisation for light frames.

The light frame doesn't need a combat specialization. The natural path to making a more combative light suit would be to increase its health, which is exactly what the Assault Suit is.
The scout works well as a quasi-combat suit due to its stealth capabilities and increased speed but there is nothing wrong with using it for that since the quasi-combat comes at a sufficient price (low overall eHP). Also, an Assassin role is an obvious use of a stealth suit.
To be honest, "Scout" was a poor choice of name since its stealth capabilities makes it proficient at a number of niche roles. CCP should have used something like "Covert Ops" for the Scout's name and used "Scout" for a T3 that was more specialized into being a scanning suit (much larger passive, lower precision, bonus to active scanners, etc.).
We can't treat the scout as a logi of the Light frames, because our support role isn't available in the game yet (E-War, cloaking, etc.). (Scanning probably falls into our specialization, but the scanner works just as well on a Logi as it does on a scout)
The light frame needs to be filled with specializations that don't require it to be in the middle of the fire fight to perform its intended role due to low overall eHP. This means light suits need specializations that focus on stealth (scouts), range (i.e. the sniper/AV suit I mentioned above), or who's role keeps them out of direct harm (Pilot).

theyre good suits. as far as the role thing, if youre going to focus the scout suit; focus every other suit, too. ;) im looking at the heavys with light weapons and logis slaying. |

As much as I agree with some of your ideas on scouts I'd hold of on critique's just a little longer since.
A. 1.8 (if they meet the aforementioned timeline) will bring an infantry revamp to role bonuses, suits, etc.
B. Cloaks and how effective they will be on scouts.
On a side note I'm really hoping that 1.8 the first patch of the 2014 year brings the at least one new scout and heavy suit with it.
