Using scanner should raise your profile during use, making it possible for the enemy to detect the scanner.
When they read n++n++n++You have been scannedGÇ¥, it should check for a signature (taking into account your raised profile) and put you on the map.
Modules that lower your profile will help to avoid the enemy discerning your position when you use a scanner.
So, to reiterate; it only raises your profile when you use the scanner, and only in the direction you scan.
Also, the scanner should increase your passive scanner defection when you hold it out and itGÇÖs not being used actively. Using it passively does not increase your scanner profile to the enemy, only when you actively scan.
The two secrets to be a good sadist:
1) Don't tell them everything you planned.

EDIT: Also, all scanners would have this reduced effect on Scout suits. This Covert scanner would be just a T2 scanner. |

I remember in the original dev-blog that introduced the scanner something like this was supposed to happen. If you actively scanned anyone you were supposed to appear on their radar for the duration of the scan. I don't think this feature made it into the game though. |

Every scanner, but there could be variants; some might give a lower increase in the scan-profile you send out, but at the cost of either range, recharge-time or the width of the scan.
And no suit specific gear.

Scout-suits already get a bonus that lowers their scan profile, so that part is already coverd
