Shield Extenders actually need a buff below PRO level. PRO extenders are great, everything below sucks. Armor Plates go up from 85 to 135 HP from STD to PRO, while Shield Extenders go from 22 to 66 HP. Due to speed penalties, Complex Plates aren't even worth using on most fits. Militia Plates are on most of my fits and work just fine. Militia Shield Extenders, on the other hand, suck. Shield tanking sucks unless you proto out and shield extenders take up damage slots. If you die in a 1 v 1 against a shield tanker, chances are they would've performed better by splitting their highs between complex damage and shields and just slapping militia plates in all their lows.
CCP, please lower Complex Armor Plate speed penalties to 4%, lower Basic Armor Plate armor to 75 and buff Shield Extenders to 33/50/66. I want players to have intensives to run higher plates and the ability for non-protos to shield tank effectively. Right now, players just use armor with damage mods until proto, where they add a few complex extenders if they have 3 or more highs. Then there's the nutters that still use extenders with kincats.

Considering I used to squad with a sniper who kept building up damage mods and going for the next minmatar basic medium frame level for more high slots... all so he could keep up with the sniper rifle nerfs or be able to do two-body-shot-kills on most medium frames. Being able to stack armor plates in the lows to protect himself from enemy snipers didn't hurt either.
So I'm curious how the math accounts for that trend.

The only math is a 1v1 with equal guns. The math shows that as long as a Complex Shield Extender is worth more than 10% of your HP, it'll win you more one on ones. The second damage mod is worth 9%, so you need to hit that, and the third is 6%, so you need to reach that. However, this assume both players stand still with all other gear being equal shooting each other with 100% accuracy. If you land more hits than your opponent, the damage mods are more useful. If you flanked your opponent, shields aren't doing anything. If you're being shot at as you are running to cover, damage mods aren't doing anything.
If you just want to win 1 v 1s and are average in skill, there's generally little point in going beyond 2 damage mods due to stacking penalties, which don't exist on extenders. However, skilled players might use 3. There's little point in using 4 unless you rarely get hit, which is why Snipers use 4 sometimes.

Actually I think we should remove all slots from suits. Change all the stats of the racial suits to be equal to each other. With the AR for all races to be out soon, we can have completely even fights. Who needs customization. Picking perks that let us have a swarm launcher, and removing vehicles entirely.

That squad member must be sad... with one complex I can two-body-shot a medium.. if he needs more than one complex... I for one will laugh if he gets sniped trying to three-shot a medium.(UNLESS it's a gallante proto medium) |

Shields are no problem, you just need to adapt.
If what you're doing isn't effective then change your tactics.
Unless you're being shot at by someone with 3x your HP whilst dealing 2x the damage you can, then you're pretty much screwed.
