If I have a level 5 Gallente Scout Suit and level 1 Minmatar Scout Suit, will I get a 25% reduction to scan profile on a Standard Minimatar Scout Suit (Scout M-1)?

If its a "Scout suit bonus" and not the racial one, I believe you will get a 30% bonus

As far as I'm aware, no. The min will just get a 5% reduction.

Well that seems crazy. If this is true, if I had level 5 Logistics Dropsuit for every single race would I get a 20HP/s armor repair rate on any logistics suit? |

All scouts get a 5% reduction per tier.
A Minmatar Scout M-1 will have 5%. You will get have to grind all the way to Mk.0 to have the full reduction for Minmatar.
But, spec-ing into Minmatar Scout is probably a mistake you should try to avoid. |

It's not true.
Otherwise I'd get a nice 11 HP/s.
