Another issue shields currently have, and I'm an avid Shield Tanker, is that armor tanks can ram you and while they take little impact damage, the shield tanker will lose at least half of their main HP. Despite resistances.
There are other issues, many of which I have raised in the past.

Shields are gret for ranged attacks but can fall folly in cqc combat and if any armour blaster gets within 100m the shield tank is almost certainly dead, but if fitted and pioted right right a shield missile tank will slaughter a maddy at 100 to 200m with missiles.
I don't know what fits you're running, but in order to get a half decent tank on a shield tank, I have to run 2 Power Expansion Units in the lows of the Gunloggi to get 5k HP with a Large Shield Booster. with 39% Resistance Bonus.
Fitting Speed mods has the same effect, and with the terrain acting as it does, top speed only matters on open field, where again, madrygars will rip Gunloggis apart... Shield Tanks are more agile than Armor, but not agile enough to maintain a steady distance of 50 - 100m without another tank as a meatshield in between,
