I assume that patch notes are most likely to come from Iceland ( Head Office ), so still plenty of time. |

I was going by Frame's post:
"Since I am in Shanghai, it is today for me. But to be precise, September 27th. :)"
Which was actually from in the morning in Shanghai I believe, which is why I expected it before midnight Shanghai-time as opposed to Cali time. I wasn't aware any of the U.S. staff handled patch notes though. |

Think of it as a vision, rather than a promise.
Personally, I believe that CCP got themselves in a real mess with the Dust development, but that they are starting to sort things out. It will take them a while, but once they've put their house in order they'll be able to increase the rate at which they burn through that list.
