Well to put it quite simply, the reason the Gallente mock the Amarr with such ludicrous claims is because these claims are the very things they try to hide from themselves. It makes them feel better to point the finger at someone else instead, as that makes their actions void. You hinted at this earlier.

The Gallente claim we are oppressive, yet it is them who have the imperialistic goals as evident by their unwillingness to let the Caldari be their own nation.

The Gallente claim we are ruthless slavers, yet it is them who subject their poor to the dark allies where they have no hope for a good education or health care, and the upper class who plays their politics to make sure the lower class never makes it up the ladder.

The Gallente claim we do not think for ourselves, meanwhile the vast majority of federation citizens are addicted to some illegal drug that makes them unstable and their government simply looks the other way.

As you have stated, there are a lot of similarities between the Gallente and the Amarr. So what's the key difference?
The Gallente do these things to benefit themselves, while the Amarr do these things to benefit humanity.

The Gallente will counter, saying are not the Amarr also imperialistic? Yes, we are. However, the Gallente capture other civilizations to feed the lower class which holds up their upper class, while the Amarr capture other planets to educate them (mind you, the Minmatar had not even discovered space flight when we found them).

The Gallente will argue do not the Amarr own slaves? Yes, we do. However, the Gallente use their political structure to keep pushing their lower class down in the gutters, while the Amarr go to our slaves and build them schools and hospitals and offer them an easily obtainable track to citizenship.

The Gallente will refute, are not the Amarr loyal to whatever the Empress says? Yes, we are. However, the Gallente allow the use of drugs to control their population, making them believe that is what they want so they can manipulate them to benefit their own cause, while the Amarr look to the Empress for leadership because only at the top of the mountain can you see all of the nation and needs of her people.
