Honestly my guess is that it'll give a % bonus to all modules effectiveness, seems the only way it could be made to balance for all vehicle types, I'd also imagine some kind of racial bonus giving an extra bonus yo a specific area like shields or ...

Honestly, I think vehicle remote reppers should be the same as the active scanner, radial in nature. If something that can be repped, be infantry for logi LAV's or vehicles for standard RR's, it's automatically locked on and repped.
