I think PvE is in PvP only. Meaning rouge drones infest your bases you control and you need to take part in PvE to clear them out. In order to boost your bases outpost and such.

I'm pretty sure it's meant to emulate how the player in the Commander role would be placing installations. Once we can buy them and they add the commander role, I'm sure they won't randomly drop in factional warfare, only in quick matches?
