To add to the speculation, check out the Caldari Prime trailer video and stop it at 1:05. The guy jumps from the Gallente MCC, and in front of him is a weird looking PRO suit (check HUD stats at the bottom) that say it has 172 shields and armor. I...

The skill seems bugged atm yes. If it would ever get fixed the LR would be even deadlier since it would overheat at less than 10 energy packs left and that means more damage by continuous fire all the way from 100 to <10.
