Basically, follow through with your slot change proposal shown in this spreadsheet, except: Remove Amarr Logi sidearm.
Make equipment slot progression 3/4/4.
Just throwing this out there, but perhaps a slight increase to logi base hp.

Honestly, I want the MCRU to only be a native mod to all dropships (minus ADS; also that can be turned on and off) with the Logi ships getting a -10% spawn time for per level. Either that or give the skill a -5-10% per level bonus.
