Nope. The dropsuit refund is for skilling out of a placeholder suit into a new suit within the role you chose. Your core skills and weapons should still fit the role you chose. Also, rebalancing alone doesn't warrant a respec.

That's not be biggest problem. The hardener animation really get in the way of trying to aim. Also, use small rails and snipe from a distance. Blasters are terrible and missiles aren't very practical. Rails are deadly though, when they hit.

The reason they don't show up is because they're out of your scan range. Med suits only have like a 10m range or something, so no matter how large their profile is, you won't passively scan them until they're right on top of you.
