Ummm... An Inertial Dampener dampens your inertia, which is to say it reduces your effective mass relative to your velocity. Thus, you hit them going, say 30m/s, but with the force of a wad of paper going 30m/s.

The key is often to lead them, or aim up at the sky after you get a lock. The missile track, but LAVs move so fast that they often get behind cover that blocks the missiles.
