That depends. Level 3 Assault unlocks advanced Assault suits which, depending on your racial choice, could be a good thing. Logi is more of a support role, and does require investment into many different equipment systems.

We have pilot suit skills now, however no pilot suits. Other than that, there's a bunch of behind-the-scenes stuff they added / reworked so the overall gameplay is smoother.
