The AR and SCR both badly needed a TTK nerf as well. And nerfing all medium rifles was more important than balancing RR/CR against AR/SCR.

Incorrect. Only the defender would be so hindered. It would make it near impossible to reasonably defend your territory. Veterans acquire more skill points, sure, but you're also talking about increasing the barrier to entry for new players as well.
