In an ideal scenario, vehicles should be better balanced in Legion. If they're balanced, there's no reason to artificially limit them, because relying too heavily on one class will make your team weak.

It's possible, yes. The PS4 is very similar to a PC from a technical standpoint. However, CCP will probably not even consider such a thing until the PC version is out, at the very least. And Project Legion doesn't even have a release date for that...
