I won't pay ISK but I will trade Officer weapons for other officer weapons. Which works out for me because I only use Gallente stuff and I have a ton of filthy Caldari Officer weapons to purge.

With rifles it should go like this when it comes to range dominance progression: Assault Rifle - Combat Rifle - Scrambler Rifle - Rail Rifle Instead you get Combat Rifle - Combat Rifle - Combat Rifle and Scrambler Rifle - Rail Rifle.
