It makes complete sense: it prevents people from gaining an inherent advantage from just grinding, thus allowing for skill to factor in. There is no set amount of SP per week. Its just how much you play that factors it.

Every game you play causes your SP gain to gradually decrease... eventually if you play too much you reach 0, which is the skill cap. However, every week on Wednesday it resets.
