I have seen some people get lag and others not while in the same match. It does seem to be hardware. I have been surprised at how well the servers handle having people from all over the globe in the same match.

The aim isn't nearly as bad as people are saying. It just requires more accuracy than most games. That said they have said they are working on it. All games have a bit of aim assist working in the background, and DUST just has far less of it.
