1: Dust was a console game long before it was an FPS. The reasons being both that the console market is huge and if CCP released a game based on EVE on the PC, it would mostly just dilute the EVE player base instead of attracting all new cusomers ...

Charge rifle does beastly damage, but (as the name suggests) you have to charge it first, much like a forge gun - which means that you can't engage a target instantly, and if you don't kill with your first shot, you probably won't get a second.

Also, hopefully soon sans TM, EVE players (and Dust players - but that is probably further off) will be able to issue contracts to capture specific districts, paying us with their hard earned ISK - and that is when things start to get interesting.
