I'll keep repeating this ... Until the shotty has the same treatment as the HMG (i.e. anything in the reticule gets hit) then the shotty will always have hit detection issues.

Shields should have a passive recharge, not like we currently have where it can be stopped by a bullet, but like EvE where you have to apply enough DPS to break the tank. Shield users also need passive resist modules.
