Change the scout dropsuit skill to be 25% base CPU/PG reduction then 10% per level. At level V it's the same reduction (75%), but it scales better for new players.

I'm guessing Bravo - Charlie. They are overhauling every sidearm as well as adding MIL versions. They are also changing the amount of ISK new mercs begin with and auto-injecting them with a few skillbooks. Those all sound difficult to implement.
