For new players.
Since the STD cloak no longer yields a dampening bonus, could there be a fitting reduction for it?
In it's current state it's nearly impossible for players who aren't highly invested into [Scout] Dropsuit Operation and/or their CPU/PG skills to make a decent fitting without completely gimping it.
I'm not saying the cloak should be inconsequential to fit, but what's the point of being 'STD' if you still need a few million SP to reasonably fit it?
I think it'd be fair considering how a STD logi can fit all STD equipment without gimping their fits...

Agreed. I don't even know of any experienced scouts that would use the STD cloak. Nor would it be of much help to any other suits that want to run it given the short duration. So I don't see what it could hurt.

its even hard for the minnie scouts to use the cloak so i wouldnt mind if your lvl 5 you get an 85% reduction lvl3 scouts should get a 65% redux.

I'd like to see a MIL cloak introduced, and the basic light frames receive a fitting bonus to the MIL variant only. This would allow new players to have some exposure to that style of gameplay right from the beginning if they want. It will be weak like all MIL stuff is, but at least new players will have access earlier on.
Best PvE idea ever!

Change the scout dropsuit skill to be 25% base CPU/PG reduction then 10% per level. At level V it's the same reduction (75%), but it scales better for new players.

Cloak's high PG/CPU cost is a balancing factor; equipping a cloak is supposed to gimp a suit. Just be glad you have a skill bonus that mitigates that balancing factor and HTFU.

As for Tectonic's criticism, do you feel a new player with a cloak could not do the same? I prefer to control elevated positions with an ADS; to each his/her own.

I already have my CPU/PG maxed, and my Scout suit's been at Level 3 since Uprising 1.7 dropped. I don't even need to gimp my Cal Scout (though my MinScout does need slight gimping) to fit anything other than stacked PRO gear.
This change in no way affects me, though I fail to see the logic behind forcing lower tier players to gimp their suits just to fit something that the game practically tells them to fit.

Though again, please show me the logic behind having to spend excessive amounts of SP just to fit a decent STD fit. By the time anyone has that kind of SP, they'll most likely have enough ISK to be running ADV/PRO Scouts anyways.
Every item should be useful at lower tiers, Scouts are no exception.

A reduction to STD cloak PG/CPU cost wouldn't effect you? You are asking for a PG/CPU cost reduction are you not? It would certainly effect me.
NPE is terrible in so many ways. But there is no game mechanic that forces them to use cloaks. And if they choose to, they can for a price, like every non-scout cloak user out there. Is that unfair?
Edit: Scratch that. If they have access to scouts, then they are already getting a fitting bonus for cloaks. So they have it better than non-scout cloak users.

Scouts can see them and project them on tacnet, and can see the red chevron over their cloaked head.

The argument that cloaks cos too much is absurd. If they didnt have a high pg/cpu cost almost everyone would use one just to be in invisible. Or we could just remove the thing and get rid of the second equipment slot scouts have. Just a thought. |

With such a low duration, and no dampening ability, I could care less if a heavy wants to run around in a cloak for a few seconds thinking he is invisible. It is not the "I win" button people make it out to be, and certainly not for heavy and medium suits that won't be able to dampen enough to make any difference while cloaked, minus rare moments where there are zero scouts in the vicinity.

I personally think cloaks should be free to fit on all scout suits (of course with a nerf to the fittings of all the scout suits by the percentage average of the three on a max core skill scout)
This way, they're not new player unfriendly
