I tested all this with Bojo back in 1.4 and passive worked as advertised. Unless there are new bugs you are estimating range wrong or have met the rare dampened heavy with friends that carry 15 DB scanners. Did you see you had been scanned?

Level 3 scout + level 3 damp skill + 1 enhanced damp beats all but 1 scanner. To beat that requires 5 in both skills and 2 modules but I rarely see that one used due to fitting and cool down.
