Im almost wondering we we need to take a look at exactly how the cloak renders. I think its a pretty valid argument that the cloak is actually more visible in the dark than it is in the sun, which seems counter intuitive to me.

It was never super common, but it was more common back in the day when HAVs were slower and had more HP. Now their model is based more around movement and self reps, rather than buffer, so its no surprise that the practice fell out of favor.
