Locus obviously hurt shields but at -20% damage. Now I do know that explosives were registering too much damage before, I'm not sure if that is still an issue or if it has been fixed, so that could be part of the issue you're experiencing.

The 1 second depletion delay is obviously wrong, as depletion delay is always longer that natural recharge delay. I'd expect a value of 6 seconds. Regardless, 4 seconds really is not THAT long, and the Caldari heavy needs that in order to sustain...

Actually if you look at the new Sentinel HP values we are starting to see a shift. Amarr Sentinels no longer have equal Armor and Shields, they have a significantly larger amount of Armor HP...even more than the Gallente. I see this as in-line tha...
