Well the "districts" are already there, and so is the planets. You just don't notice that at the moment, because everything is market as "Maps". Zoon out of the overview map, and you will see the districts.

You know what.... I have the solution. Do two leagues. Pro / Vet league - Everything goes, all control types, any ping. Noob / Lazy league - Only DS3, only perfect Pings, and everything have to be bellow tier 1 equipment. Problem solved.
