You'll have to wait for the PS4 version to run in 1080p because the PS3 just isn't powerful enough. Only a handful of PSN games, and mainly launch games run in 1080p natively.

Currently you earn 5 SP for every one second you spend in game and 1 SP for every WP you earn. It should be 1 SP for every second and 5 SP for every WP.

I'm still skeptical of this. If you reduce you're PS3s resolution to 576p (from 720p), then Dust's framerate will increase by quite a bit. Lower framerate at higher resolutions is almost always due to a GPU bottleneck.
