It's a good idea, but so much would need to change before this was introduced. If it came in now an already near indestructible vehicle like the Charybdis would be ridiculously over powered.

Most new players I've grouped with (either on my main or alt) do appreciate advice and will listen. So instead of being a moany *****, why not just tell them how it works. Or failing that, do it yourself.

Or more damage to stationary targets. A tank that hears the orbital coming in may move, thus reducing the amount of damage it takes. Same couldn't be said for the installations.
