The skill for the charge time reduction isn't taking effect, so use the fore guns that hold charge, hold them the extra few seconds, and they fire every time. Apparently CCP doesn't know what they screwed up to make the skills that increase shie...

Do like all the other squishy scouts do, throw on cheap suit and throw remotes lol. I have a scout in my corp who eats heavies, i walk around with 600 shild 1000+ armor and he can almost kill me with 2 strokes of a nova knife.... Gotta play sneaky...
