Yep around 5wp sounds about right, for killed targets. 1 lot of points to any actively scanning person at time of kill. Hmmm could be a little more complex than that or Everyman and his dog will only use scanners with a decent length of exposure...

There is no problem with Scotty, the system has to balance the sides fairly. If you are a skilled player it makes sense that if there are no other people available at your level, he will combine some scrubs to give you a match that will befit you...
