It's the distance rendering. Up close you can see the animation but from a distance the animation is not there. I theorize this is a way to limit the processing demand due to the slow expansion of the maps and increased team sizes.

Sorry, I only use a modded controller for Call of Duty so I can turn the pistol into an smg. As for DUST, modded controllers won't help me because guns are alien to me in this game. In DUST, the way of the knife is the way to go.
