If you are sneaky, can stay hidden on maps and can read battles well ide go damage mods. If yoy can dance and aim well in cqc ide go damage mods. If you are still learning these things go sheilds. And yes...complex is always better.

The truth is with 10% damage bonus from lvl 5, 15% damage from level 5 rail rifle +3 5% damage mods= +40% to rail rifles at proto. Lol.....everything is squishy against that. But you are clearly better at hiding than fighting so the damage bunus...
