i use precision enhancers on my amarr logi .. complex ones because lolApex. The 0 pg on these mods lets me fit the armor and equipment i need plus logi suits do have a nice scan radius (30m?) so it certainly helps in situations.

I dunno about the apex in particular but no, a logistics suit will never be as effective as an assault suit at slaying. (slower, less base hp, no weapons bonuses etc..) It does have a sidearm if that's good enough for you.

defensive - heavily plated with logi support or triage hives offensive - ferroscales with repper(s) I personally like throwing in biotics on my fits (cardiacs for defensives and kinetics for offensives, but thats just me :) )

You need a squad of very good players or several squads of average, but coordinated, players to succeed in Amarr and Cal FW. This is known. Queuing solo will often lead to win / loss ratios such as the one described by the OP.
